This is the opening shot of Win3.x to give you an idea of the folders and menu of it. I have 3 folders in the window below. You will need to locate the Netscape folder. It's a little cluttered but I thought this would give you a better idea of how to find it. Once it's found, click on the "GTE Internet Solutions Dialer". It's highlighted at the bottom. From there you can go into the Properties of it. Also, File Manager, Control Panel and Account Setup Wizard can be selected. Click the menu options to open them and see what is there.
